Mike Streeter calls 561-A unfixable and corrects industry claims
Streeter says he is a founding member of the New York Clean Air Collective and supports Intro 48. He argues existing law already exempts fuel pumps and processing devices and says industry claims about ignored exemption stickers are misleading.
All right.
Yes, please.
Thank you, Chair Gennaro.
My name is Mike Streeter.
I'm a founding member of the New York Clean Air Collective, but I'm speaking on my own behalf.
I submit idling complaints.
Let me just start off by saying intro 48, good.
Please pass.
It's long overdue.
Intro 561A, unfixable.
And intro 11A, not necessary in my opinion.
Regarding an earlier question from Mr.
Epstein and to the NYSEC representative, it's shocking to me that some industry reps like NYSEC here are
not aware that fuel pump vehicles are already exempt from idling restrictions when they are operating the pumps.
DEP will reject any complaint for a vacuum truck, fuel truck, food oil truck, etc.
If there is even a possibility that work requiring the engine is taking place, period.
End of story.
And to the rep from Interior Demo Contractors Association, most compacting trucks wait until they have enough bins to start compacting continuously.
That's how they avoid tickets.
We see.
see it all the time and their operators can do that.
Also, there's no such thing as an exemption sticker that is being ignored, as someone brought up.
The stickers that DEP issues merely reflect the existing exemptions that a truck's equipment already enjoys under the law.
And then regarding aggregate cement, I live near 3rd Ave and DeGraw in Brooklyn, which is where Thomas Green Playground is.
Last year, aggregate cement trucks were there nearly every day with one and sometimes two big, loud trucks idling for hours on end.
People live there, people work there, and kids play there.
The idling was incessant, and I'm shocked to hear anyone try to defend that.
There's no reason for trucks of that type to be idling that long away from the work site.
And guess what?
They caught on, and they suddenly were able to shut off.
On that note, I...
No, go ahead.
I wanted to talk about misinformation.
Yeah, but I got to like, you know, we got tons of witnesses left and they got to get on with their lives.
I got to be at least close to the two minute thing.
Sure.
Yeah, I mean, that was the gist of my discussion is misinformation.
There's a lot of misinformation out there.
Thanks.
Thank you very much.
I appreciate your good testimony and your patience for waiting to deliver it.
Okay.
