Sanchez asks how DOB enforces SST card requirements
Sanchez asks how DOB enforces SST card requirements following the Red Code indictment; Tigani says compliance and risk assessment oversees 126 registered course providers, conducted 154 audits in FY2026 resulting in 17 denials, and Red Code was among those denied, with cases referred to DAs and DOI through audits and community tips.
So you talked in your testimony, I talked in my opening about, what is it?
I don't have the name here.
Red code?
Red card?
Red code?
September 2026, the Brooklyn DA, you all and the Department of Investigation worked together to bring an indictment on Brooklyn-based construction training company for fraudulent SST cards.
So can you share...
Broadly how do you be enforces SST card requirements?
Are you going on site?
Are you spot checking proactively?
So our SST card work sits a lot, most of it sits with our compliance and risk assessment work.
I think right now we're at 126 confirmed, sorry,
So we're at 126 SST course providers registered with Department of Buildings.
In fiscal year 26, we conducted 154 audits, resulting in 17 denials.
As of July 1st, 2025, was given us more oversight years that course providers must register to become course providers.
And while there's been 17 denials, others have been approved.
I'll note that Red Code was one of the 17 that were denied, both in this case with Red Code, another case, Valor, which was an even more egregious case
that we worked on with the Manhattan DA's office.
Often we're, you know, through our audits or tips that we get from the community, we're putting in information and we're making these referrals to our partners in the DA office or DOI or both since they have prosecutorial.
Powers to be able to take action.
Thank you.
