Sanchez asks what excavation and soil-related fatality means

New York City Council · Oct 21, 2026 · starts 1:39:22 · 1 min 16 sec

Sanchez asks for clarification of the excavation and soil-related fatality; Shamash explains it typically occurs early in a project when digging for a basement or installing a foundation, related to support of excavation or underpinning work.

Pierina Ana Sanchez

Thank you.

Pierina Ana Sanchez

And can you help us understand excavation and soil related?

Pierina Ana Sanchez

What does that mean?

Yegal Shamash

So that is typically early on in a project when they are looking to install a basement in a cellar building.

Yegal Shamash

They have to dig down to install foundation or supportive excavation work.

Yegal Shamash

So that is typically related to what we call SOE or underpinning work.

To answer your second question, two of those eight locations, 174 Jefferson Street and 3728 Crescent Street,

Yegal Shamash

the first one in Brooklyn, the second one in Queens, two of those required a construction super.

Yegal Shamash

And then to answer your last question, for this fiscal year, July 1st, 2026 to today, we have had only one construction-related fatality.

Yegal Shamash

That was at 1748 Tudor Road.

Yegal Shamash

That was a one-family home, no construction super required on that job.
