Q&A

Sanchez asks what happens to money workers paid for fraudulent cards

New York City Council · Oct 21, 2026 · starts 1:55:10 · 1 min 19 sec

Sanchez asks what happens to the money Red Code took from workers who paid for fraudulent cards; Tigani says the Manhattan DA may pursue restitution while DOB and Small Business Services run a 90-day free remediation training program, noting many affected workers are Bengali speakers and DOB is doing outreach through Bengali media.

Pierina Ana Sanchez

Red Code, what happens to the million dollars that they stole from the workers who paid for the fraudulent cards?

Ahmed Tigani

So I think the Manhattan DA can look at a number of different enforcement acts.

Ahmed Tigani

that they pursue as part of their prosecution.

Ahmed Tigani

In the interim, we, you know, maybe workers who didn't realize they were part of a scheme.

Ahmed Tigani

And so that's why, in addition to the enforcement action, there is also the remediation work that we do with small business services, which has had a history of providing accessible

Ahmed Tigani

and free training so that those workers, through the transition period of 90 days, can get the training they need to get back on sites.

Ahmed Tigani

I think it's also important to note that these are immigrant communities that we're talking about.

Ahmed Tigani

So we've put equal strength in doing the education and awareness out education in English, but many members of this particular, that use this particular training

Ahmed Tigani

facility spoke Bengali.

Ahmed Tigani

And so we've been working extensively to connect with Bengali news outlets, doing videos in Bengali to get them aware that they need to come in, get retrained so that they can continue doing their work.

Thank you, Commissioner.
