Morano questions Dalton on shower privacy timeline

New York City Council · Oct 21, 2026 · starts 0:49:07 · 1 min 7 sec

Morano calls the barrack-style showers prison-like and asks for a hard date; Dalton says ICL will install partitions in six to eight weeks, with some showers completed earlier.

Frank Morano

alluded to the showers, and this is one thing that struck me during my visit, these barrack-style showers, almost like you'd see in a prison.

Frank Morano

I understand that many of these veterans served in the military, but obviously they're civilians now, and they deserve some privacy.

Frank Morano

Your testimony discusses shower improvements.

Frank Morano

This doesn't strike me as a multimillion-dollar project at all.

Frank Morano

Can you give us a hard and fast date of when every shower will offer reasonable privacy?

Erin Dalton

The best information I have available is that that work has been approved by us at the city, will be conducted by ICL, the provider, and has a timeline of six to eight weeks.

Erin Dalton

There is a process of taking some of those showers offline while those partitions are being constructed and then putting those back online and then doing the next set.

Erin Dalton

And so there will be...

Erin Dalton

There will be some showers that will have those partitions in place before the end of that timeline.
