Council Member Schulman explains vote on horse carriage bill and COPA
Council Member Lynn Schulman speaks on two historic bills: COPA for affordable housing preservation and the horse carriage bill to protect horses and workers. She thanks advocates and votes aye on all.
Schulman.
Permission to explain my vote.
Permission granted.
Today, the New York City Council is passing two pieces of historic legislation that have been debated for months and years, but are being voted on today because of the leadership of Speaker Julie Menon.
One is COPA, whose goal is to transform the availability of affordable housing.
I was proud to co-sponsor this legislation and work with Sandy Nurse on making this bill compatible to all interests, including the real estate industry.
Then there is the horse carriage bill, which is designed to protect horses while making accommodations for the drivers and workers.
Sponsoring this bill was important to me, especially after the tragic death of Romesh Mahajan.
As I said at the committee vote, I am committed to continuing to work on this issue to ensure fairness on all levels as the terms of the legislation come to fruition.
By the way, just in addition to what Councilmember Marte mentioned in terms of the advocates, I want to
give a shout out to Allie Taylor from the Mayor's Office of Animal Welfare, who was at one point part of V4, and she's been a great help.
And with that, I vote aye and all.
Stevens.
