Stevens asks about state Raise the Age funding plan status
Stevens asks about the city's plan for state Raise the Age funding, including $194.5 million earmarked for ACS. Administration witnesses say the FY26 plan was submitted and is awaiting state approval, and the FY27 plan will follow once FY26 is resolved.
I have some funding questions.
In fiscal 2027 preliminary budget, $300 million of the baseline state funding was added to the sweep.
Sweep for city funds in fiscal 2026 and in the outer years across several agencies including 194.5 million specifically earmarked for ACS.
The city is
required to submit a plan for this funding that was subject to OCF's approval.
Has ACS submitted this plan for expenses for fiscal 2026, fiscal 2027?
Has it been approved?
If not, when does ACS expect to submit the plan?
Is there an anticipated timeline for approval?
So it's two plans, one for fiscal year 26 and one for fiscal year 27.
The fiscal year 26 plan has been submitted to the state and we are awaiting approval.
Once we have approval on the 26 plan, we'll be able to put together the 27 plan, knowing how it gets resolved.
I just want to, while we have the moment, say we are really grateful to the state for that $300 million.
I'll be more grateful when they fully fundraise the age, so I'm not grateful.
What is included in the city's plan?
So I don't actually, we don't know yet because it's still awaiting approval from the state.
But for the fiscal year 26 plan, since we're now in 27, it's for things that have already been funded.
Is the funding being used to support the administration plan to reduce the overcrowding?
Is any of that money being used for that part of the plan?
So the fiscal year 27 plan, which is the year we're currently in, is still in development, so I don't have the answer to that now, and the people are still working on the plan, so it's not like I'm not sharing it.
Do we have an idea of, like, what's taking so long?
I don't.
I just, I know that we're, we focused on the 26 plan and getting that approved.
And while we're working on putting together a plan for 2017.
And it's still not approved from 26.
And like, we're currently in the fiscal.
Correct.
Okay.
