Chair asks about health department classification and employer demand
Won asks how OCH aligns community hiring requirements with actual employer demand, especially in healthcare. Harry says goals are formula-based for ease of administration and NYC Talent has industry partnerships, including in healthcare.
Okay.
The health department is the largest service agency in all the program, yet health-related jobs and community hiring reporting framework are displayed under
Human Committee on Workforce Development Services.
Oh, sorry.
On human services, professional services, or other classifications depending on what the city purchases.
What does OCH determine whether community hiring requirements are aligned with actual employer demand?
And given significant workforce needs in healthcare and other essential industries, what is the city's strategy for ensuring these sectors benefit from community hiring?
So for all of the contracts that are subject to community hiring, the way that goals are set, and this is for largely ease of administration,
both for agencies and vendors, it's a formula-based, right, which not necessarily, as I said, tracks exactly to hiring needs.
And so for services that the city is procuring, we're excited that we're able to drive more of those employers to the workforce system and get them to continue to.
Bring jobs to the system, bring higher quality jobs to the system, and help meet the needs of
those employers, right?
With that being said, we know that these are not
the only employers and so that are working in within the city and are hiring from the system and so community hiring is part of that and we're able to bring more of those employers but there are needs beyond
just city contracted providers and so the city does a lot of work to help connect New Yorkers to all of those opportunities and we're always looking at
even separate just from our community hiring team, but we have industry partnerships that work, specifically one that works in healthcare.
And so we're looking at data, both what are hiring trends, what are hiring needs today, what are the hiring needs tomorrow.
And so that's something that is a focus of our office to make sure that we are
working with our agency partners to build a workforce system that is both responsive to the needs today of employers, but also the needs of the employers in the future.
