Chair Farías asks how nursery application can be expedited and simplified
Farías asks for specific recommendations on expediting the nursery application. Cintron Hernandez suggests strict review deadlines; Blackman says the application has outdated language, redundant ACS questions, and literacy and language barriers.
And do you folks have...
specific recommendations on how that process can either be expedited or made in layman's terms to make it more intuitive to complete.
I feel like, you know, sometimes with city government, generally we have applications that
We have a lot of things we have to fill out and check out for our own data set, but they're not intuitive to a New Yorker that needs to just get through the process.
So just wondering if there are any specific portions of the application where you're saying this needs to be readapted or reframed.
I can start off and pass it on to A.D.
Blackman.
But one of the things that comes to mind is this is a panel that's reviewing these applications.
So making sure that they have strict deadlines to comply with their review would be extremely helpful.
And I'll pass it on to A.D.
Blackman for any other details.
Thank you.
Yes, so when it comes to the application process, I want to say that, first and foremost, that it should absolutely be updated and reflective of today's information and language.
And it should also, to E.D.
Centron-Henaz's statement, that the interdisciplinary panel should be readily identified.
Right now, part of the application process in terms of the language is outdated, and it speaks to the deputy warden of programs.
But as we know right now, and tell me if I'm wrong, Director Augustine, there's now the executive director of programs that's at every facility.
So that's part of it.
And then when you review the application itself, the nursery application, I think some of the questions are a bit redundant, especially the part about ACS in terms of who lives outside of the home, how many children you have.
And while all that information is important and relevant, I think maybe just having that question once during the application process.
Anywhere in the application process is fine as opposed to reviewing it
or having to write it down a couple of times because we also have to be mindful of literacy.
We also have to be mindful of language.
English as a second language is also a thing, even though that the department has a very robust language bank.
Some of this information might be a little bit exhausting when you have to write it out multiple times.
If you've ever been to the DMV, you know what I'm talking about.
Yeah.
And is this application in multiple languages?
Do you know?
From what I could see, the application, I've seen the application in English and in Spanish.
Those are the two languages I've seen it in before.
Okay.
And I just want to highlight that our minimum standards, 10-1-01,
requires that any communications of any significant matter provided to people in Class 3B in their preferred language, particularly if it's Spanish.
Yeah, that's why I was asking.
Just wondering if we have a generated translated version and at least the top seven I think we have as a city, but we can find that out.
