New York City Council · Oct 28, 2026 · starts 1:47:35 · 1 min 3 sec

Narcisse asks how many people received enrollment assistance in fiscal 2026 and how H&H measures effectiveness. Long explains that members go through an annual eligibility review, with those eligible moved to insurance and others recertified in NYC Care.

Mercedes Narcisse

How many individuals receive enrollment assistance in fiscal 2026, and how does H&H measure the effectiveness of those efforts?

Mercedes Narcisse

You measure them.

Dr. Ted Long

So I think for the, I'll start and I'll turn to Jonathan.

Dr. Ted Long

With our patients in NYC care, we ask that you go through the process once a year to confirm whether you're eligible for an insurance plan at that point or if you can afford an insurance plan.

Dr. Ted Long

So every year, if you look at a whole one-year period, everybody in the program will have gone through that process again.

Dr. Ted Long

And, you know, the goal of it is, like we talked about earlier, if you are eligible for an insurance plan, success is getting you into that insurance plan.

Dr. Ted Long

If you're not eligible for an insurance plan, if your status hasn't changed, we'll keep you in the NYC Care program.

Dr. Ted Long

We'll send you a new card that's on top of it.

Dr. Ted Long

Again, your recertification period will be, or we'll check back in with you in a year.

Mercedes Narcisse

Thank you for doing that.
