Brewer details waivers, annual report, and 293-outlet directory
Brewer explains waivers for legal mandates or agencies spending under $5,000 annually, and says many agencies fall into that category. She says the office must report annually on agency spending and maintain a directory that currently lists about 293 outlets.
Agencies can also be granted waivers
if they were required by statute, court order, or legal mandate to publish information in media outlets that reach all New Yorkers, or
if, as an agency, they spend less than $5,000 per year on advertising.
And there's quite a long list that spend less than $5,000 a year.
Local Law 83 also created the Office of Ethnic and Community Media, which is tasked with submitting an annual report
on agency spending on ethnic and community media, as well as developing and maintaining a directory of community and ethnic media outlets for agencies to use when complying with Local Law 83's spending mandate.
And looking at the most recent 2-5 report, it looks like there's about 293 such media outlets.
