Brewer explains Local Law 83 scope and 50% advertising requirement
Brewer says Local Law 83 requires agencies to spend at least 50% of broadcast, print, and digital advertising with ethnic and community media. She notes social media and digital displays are out of scope and that agencies can receive waivers in limited cases.
Local Law 83, like Executive Order 47 before it, 83 just codified and added to,
requires agency to spend, as you heard earlier, at least 50% of their advertising budget with ethnic and community media outlets.
We are hearing from community and ethnic media outlets that under the current mayor, they are seeing an up to 100% drop in city advertising revenue.
Since Mayor Mondami took office, we would like to find out whether this is true, and if so, why city advertising with these outlets has decreased so drastically between one administration and the other.
Local Law 83 of 2021, requirement that agencies...
Spend at least 50% of their budget, their advertising budget, on ethnic and community media doesn't apply to the agency's entire spending budget.
But to spend...
spending on broadcast, print, and digital advertising.
Other types of advertising, such as social media and digital displays, are considered out of scope and not subject to the 50% spending requirement.
They might not have existed in 2021.
