Brewer introduces working-group bill on agency messaging technologies
Brewer says a prior hearing revealed a Signal group used by the mayor with auto-delete enabled and that the records commissioner called instant messages transitory. Her preconsidered bill would create a working group to study agency use of messaging platforms and recommend retention rules.
In addition to oversight of the Mayor's Office of Ethnic and Community Media and government spending on ads, we will be hearing my bill, pre-considered intro, which would create, as you heard earlier, a group to study agency use.
Of communication technologies.
At our hearing last month, we heard about a signal group used by the mayor to communicate with social media influencers and how for a period of time, the messengers were set to auto-delete, which upsets me because I'm a big foil addict.
At the same hearing, the Commissioner of Doris explained that instant messages are considered transitory, and therefore there is no requirement.
that they be archived.
While there are legitimate uses for city employees to use encrypted messaging apps like Signal, it is incredibly important that we keep records of all official communications.
This bill would require Doris to establish a working group to
study the instant electronic messaging platforms used by the city agencies and submit recommendations.
