Chair Lee Questions COMPASS Contract Registration Timeline
Chair Linda Lee asks if DYCD has enough time to process and register the new COMPASS contracts before the start of the upcoming school year to prevent cash flow issues for providers.
Um, and now that you have provided the list of new providers who will be entering the compensation, does the agency feel there's enough time to I think I process the contracts by the beginning of the FY27 school year?
I know that's a challenge that you guys are trying to push through.
So just wondering how if you could speak to that.

We are committed to ensuring that the contracts are registered on time.
We have a team that's dedicated to moving with the providers.
Um, we've had sessions with the providers to ensure that they are clear on the documents that are needed.
We're working very closely with Mox as well as the controller's office to expedite registration.
We also know that the timeline is very, very tight.
Um, and we're planning to, you know, the biggest thing for providers is cash flow, so we are making sure that we have a plan in place for those that may not be registered on time.
So we are definitely committed to getting them registered as quickly.
Okay.
And you got to include OMB in that conversation too, and the uh controller's office, because we got to get those contracts registered quickly.
Um what is the target date for completing the new contracts?
And does the agency foresee any obstacles in meeting the target date?
I know you just mentioned some of those things, but um what's like the final sort of deadline that you guys are hoping to complete?
So currently for our timely registration, we have about at least 50% of our contracts already on our PASA primary for registration for compass for center base.
About 30% are already getting processed.
So we're confident that we're moving forward.
Um, and in the next week or so, our school based awardees will start getting their contracts in the next couple of weeks.
So we're doing what we can.
Um, and we're hopeful that by um month or so, all providers will have their contracts and we'll be moving forward.
