Council Member Joseph Questions Summer Rising Budget and Outstanding Payments

New York City Council · May 28, 2026 · starts 3:29:14 · 1 min 49 sec

Council Member Rita Joseph asks for the total Summer Rising budget and requests an update on outstanding FY25 payments owed to after-school providers.

Luisa Linares

Thank you.

Luisa Linares

Perfect.

Luisa Linares

I will add you to the list.

Luisa Linares

Uh, Councilmember Joseph, followed by Councilmember Ressler.

Luisa Linares

Thank you, Chairs.

Luisa Linares

And I hope young people are also at the table when you're making these decisions and their voices are centered.

Luisa Linares

Thank you so much.

Luisa Linares

Um, you know what my favorite topic is?

Luisa Linares

What is the total budget for Summarizing program?

Luisa Linares

And can you provide the status update on the number of providers for the summarizing program remaining outstanding or not receiving payments for FY25 service?

Luisa Linares

You know the city love to owe people.

Luisa Linares

How are we doing on that?

Luisa Linares

Well, hello.

Luisa Linares

Hello.

Luisa Linares

Hi.

Luisa Linares

So summarizing our budget for FY27 is uh 151 million.

Luisa Linares

We're grateful that the most recent administration did it based on restoration and the JAN plan.

Luisa Linares

And so we know for this upcoming summer that funding is um restored and they'll have continuity of services.

Luisa Linares

Um what was your other question?

Luisa Linares

We're hearing from providers that haven't been paid from FY25.

Luisa Linares

All of our FY26 amendments, um, inclusive of summarizing, are pretty much registered.

Luisa Linares

Um I'll just give you exact number.

Luisa Linares

But for the most part, um for FY27, 98% of our um registr um amendments associated with all types of um increases to funding um have been moved and about and this is FY25.

Luisa Linares

They wanted to know why is the delays and providers have been a form of why there's a delay.

Luisa Linares

Do you inform the providers when there's a delay in payments?

Luisa Linares

What do you say to them?

Luisa Linares

For payments, um, usually we inform them that there's a delay, but currently there has not been any substantial delay in payments.

Luisa Linares

I think what they're referencing is some maybe saying they have not received their funding, additional funding.

Luisa Linares

Um, if that's the case, I ask that they reach out to our help desk and we can look into it.

Luisa Linares

But to my knowledge, all implementations for prior summers for summarising were um included in a release to providers, and so we can always talk offline and let you know who the provider is.
