Chair Ung opens public testimony and announces panel format

I am now opening up the floor for public for comments.

We ask that you please limit your comments to two minutes.

And if you wish to speak, please fill out an appearance card, the sergeant at arms, and you'll be given an opportunity to make your comments.

Also, if you have a written statement, please provide a copy of that statement to the sergeant at arms.

I'll be calling everybody up in a group of four as a panel.
