Chair Ung Q&A: Mangin on council's role in shaping land use outcomes
Mangin states the Council should play a central role in planning and land use as established by the 1989 charter. He believes local voices are paramount but aren't the only voices that matter for decisions with broader community or citywide effects.
And what role do you believe the council members should play in shaping land use outcomes?
And where should the balance?
Council Doherty lied between local elected officials who are on the ground in the community and expert agencies.
Thank you for that question.
I firmly believe that city council plays, should play a central role in planning and land use decisions in New York City.
That is where they were placed by the 1989 charter, which guides decision making to this day.
I believe that local voices are paramount when it comes to projects, but also, you know, a big theme of my career is that local voices aren't the only voices that matter for land use decisions that have
an effect on a broader community or even citywide.
