Council staff welcomes attendees, asks that electronic devices be silenced, prohibits approaching the front desk, and invites Chair Riley to begin.
Chair Kevin Riley welcomes attendees, identifies himself, and recognizes colleagues present in the chamber and remotely, including Brooks-Powers, Cabán, Ossé, Salaam, Banks, Zhuang, Encarnación, Sanchez, Thomas-Henry, and Carr.
Riley says the committee will vote on five items referred by subcommittees and thanks Chairs Lewis, Zonin, and Marte for their leadership.
Riley explains that LUs 135 and 136 would approve a zoning map and text amendment for a 100% affordable mixed-use project in the Bronx with about 457 apartments across two neighboring sites.
Riley says LUs 131 and 132 would approve with modification a mixed-use project in Bay Ridge with about 292 apartments, up to 88 permanently affordable, by mapping the district as R7D and adding MIH option one.
Riley says LUs 133 and 134 would approve with modification a mixed-use project in Brooklyn with about 391 apartments, up to 101 permanently affordable, by removing MIH option two.
Riley says LUs 137 and 138 would approve with modification a mixed-use project in Forest Hills with about 59 apartments, up to 18 permanently affordable, by removing MIH option two and adding option three.
Riley says LUs 139 and 140 would approve with modification a mixed-use project in Williamsburg with about 278 apartments, up to 83 permanently affordable, by removing MIH option two and adding option three.
Riley asks if colleagues have comments or questions and recognizes Council Member Restler.
Restler says he is not usually on the committee, describes the Park Avenue rezoning as a long effort with about 10 property owners, criticizes DCP and DOT processes, and highlights hundreds of housing units and 2,500 school seats for Bed-Stuy and South Williamsburg.
Restler describes the 289 Kent waterfront project at the old Vice headquarters, notes nearly 300 units and support for Gallion Arts, thanks his team and the land use team, and asks colleagues to support the projects.
Riley thanks Restler, asks for other members, calls for approval of LUs 135 and 136 and approval with modification of LUs 131-134 and 137-140, and asks the clerk to call the roll.
Committee clerk William Martin calls the roll on all coupled items. Members vote, with Cabán and Banks congratulating colleagues, Sanchez voting no on LUs 135 and 136, and Brooks-Powers voting aye while hoping for a resolution on FIPS commitments.
The clerk reports that all items passed 12-0 with no abstentions, except LUs 135 and 136, which passed 11-1 with no abstentions. All items were approved as described by the chair.
Riley thanks the public, colleagues, council staff, and the sergeant at arms, and adjourns the meeting.
