Hanif asks how CCHR monitors lasting accessibility improvements

New York City Council · Oct 16, 2026 · starts 1:58:31 · 1 min 46 sec

Hanif asks how CCHR ensures settlements produce lasting accessibility improvements and who monitors compliance. Rivera says CCHR designated a monitoring clerk and attorneys supervise compliance, with deadlines for policies, training, and postings.

Shahana K. Hanif

How are you all ensuring that settlements produce lasting accessibility improvements and who's monitoring the compliance?

Shahana K. Hanif

What's the frequency?

Stephanie Rivera

We are directly monitoring compliance.

Stephanie Rivera

We do, in part of our reorg, we've designated a monitoring clerk who is responsible for ensuring that actors are complying either with the decision in order or in the settlement terms and conditions.

Stephanie Rivera

And so when they do not comply in the time frame, that monitoring clerk is quickly notifying the appropriate attorney or supervisors.

Stephanie Rivera

But really it is on us to ensure that, A, policies are being changed, training is being completed, postings are going up for reasonable accommodations.

Stephanie Rivera

We do prioritize those being finished, and so we may set quicker turnaround times and deadlines for those in particular.

Stephanie Rivera

And so the attorney who settled the matter may often personally supervise and ensure that that accommodation is followed through.

Shahana K. Hanif

And this monitoring clerk, is this role, you said this is new?

Shahana K. Hanif

How recent?

Stephanie Rivera

The role itself is new.

Stephanie Rivera

It is a part, it was a current staff member that we've designated.

Stephanie Rivera

And so this is a new role and responsibility for them.

Stephanie Rivera

Before the reorganization, it was on each individual attorney who settled the case to also monitor compliance.

And I will just say we also work with the law department on the enforcement side, especially where there's, you know, finances involved.

JoAnn Kamuf Ward

So it's we have our attorneys who are doing their best to hold people accountable, but it often also requires other follow up outside of CCHR.
